Actually Kabuto said he could revive Jiraiya and Shisui from the remaining blood on Pain's Rods and Danzo's body but Obito warned him to not push his luck. Even if it was, Jiraiya would just die over again.
Besides, Pain only revived people in the village. Kashin Koji is a lot like Jiraiya so something might have happened. Maybe he did get revived but his condition was so critical that he needed a new body then amado found him and turned him into kashin koji.
Also why didn't Kabuto make an Edo Tensei Jiraya? I mean his DNA should be all over the place, through blood, hair and other bodily fluids. But realistically, they just wanted him to stay dead, showing the vulnerability of characters is very important within story writing. Best we got rn is Koshin Koji. Jiraiya wouldn't be back anyways if nagato could. The reason kishimoto killed him off was so that Naruto would know what it was like to lose a father. That's also why he wasn't reanimated in the war.

Jiraiya is underwater, and with the concept of exactly how much time has passed to get from Jiraiya dying to Nagato reviving people, I'd say the smell and state of decomposure from being underwater would be awful. His body was at the bottom of a large body of water, where the pressure was too strong for anyone to reach his corpse. It was said that Nagoto wasn't able to revive people after a certain time period had passed or if they were too far away, even if he was in the rain village idk if he'd be able to seeming as the lake was extremely deep And if he was revived he would be able to escape with his toad summons.
When Nagato was doing the Rebirth justu, Konan said that if he did the jutsu while he was in the state he was in, he would certainly die My question is, if Nagato was healthy and wasnt fighting a whole village, he should be able to revive people and not die right? So maybe if as soon as jiraiya was killed he could be revived, but not at the time the village was being revived. I didnt know he died. Kakashi died of having not chakra, he hadnt any holes. Jirayas' body was at the bottom of some deep ocean and miles away. Jiraya wakes up several hundred feet deep.
Drowns and dies again. That was only one place in the hidden rain and it could have just been surrounded by deep lakes. I like to believe it's a chakra thing. Maybe it was the just the characters lack of intelligence. Yahiko died saving nagato. If nagato killed himself saving yahiko that would disrespect yahikos whole legacy. Kabuto reanimated Madara but Zetsu did revive Madara by forcing Obito to do it.

If he would do it, Jiraiya would died again due to his body being under the sea. Body was long broken down and the soul had already gone away. No because rinnegan rebirth only works on people that just died.
Do they have to die literally recently or technically revived recently like Edo Tensei. So it's basically saying that the soul needs to be around for the dead to be revived. Jiraiya had been dead for too long. He couldnt have revived him. I'm calling Kishimoto to let him know.
